New Rules for Reducing Physical Restraint in Kentucky Schools

The Kentucky Board of Education has approved 704 KAR 7:160, Use of Restraint and Seclusion in Public Schools. The regulation guides schools in reducing the use of physical restraint.

The rule calls for yearly training for staff and teachers on effective ways to:

  • Prevent the need for physical restraint.
  • Use positive reinforcement properly.
  • Understand the continuum of use for alternative behavioral interventions.
  • Use positive behavioral interventions and supports [PBIS] and crisis prevention techniques.
  • Use verbal de-escalation strategies for responding to dangerous behavior.
  • Monitor for signs of distress.

The regulation also calls for yearly staff training and demonstration of proficiency in safely using restraints only when absolutely necessary to ensure safety for teachers, students, and staff.
