On July 31, 2009, Secretary of Education Arne Duncan issued a letter to all Chief State School Officers encouraging them to develop or review policies regarding restraint and seclusion prior to the start of the 2009–2010 school term. In the letter, Secretary Duncan also talks to the value of Positive Behavior and Intervention Supports (PBIS) as part of a systemic approach to managing challenging behavior. A comprehensive Positive Behavior Support Plan includes a range of intervention strategies that are designed to prevent the problem behavior while teaching socially appropriate alternative behaviors. The goal is an enhanced quality of life for individuals involved and their support providers in a variety of settings.
