On January 1, 2012, the final amendments made to the Administrative Code for the Ohio Department of Mental Health Certification Standards go into effect. Chapter 5122-26-16: Seclusion, restraint and time-out is one of the new chapters.

The purpose of this rule is to state the general requirements applicable to the use of seclusion and restraint, and to the adoption of processes to reduce their utilization.

Key elements of this new rule include:

• Adoption of trauma-informed practices, creating calm surroundings, and establishing positive, trusting relationships.
• Prohibition of prone restraint.
• Permitted use of a transitional hold by trained staff.
• Initial and annual training in the use of seclusion or restraint with a focus on minimizing their use.
• Competency-based training for both nonphysical and physical interventions.
• Mandatory staff and client debriefing.
