Pending Colorado HB 1328 prohibits the use of restraint and seclusion on individuals, particularly youths, detained by local or state agencies for the purposes of:
  • punishment
  • sanction
  • retaliation
  • a component of a treatment plan
  • protection, except in the case of demonstrated emergencies
