Towerview Care: Reducing Restrictive Practices and Staff Turnover

Towerview Care reduced physical holds and disengagements by embedding a consistent approach to CPI Safety Intervention™ alongside wider organisational changes, including trauma-informed practice and stronger governance. This supported a more stable workforce and increased service occupancy.

The Situation: A Need for Alignment and Trauma-Informed Practice

Towerview Care provides support to adults with complex needs across four services. The organisation identified variation in how restrictive practices were being applied and wanted a more joined up, rights based approach that combined trauma informed practice, stronger governance, clearer induction and consistent CPI Safety InterventionTM training.  

Residents in the services often arrive with a history of intensive support or hospital placements. Staff needed a shared framework that would ensure clear, early and safe intervention, as well as an approach that reflected trauma-informed values and emphasised prevention. Towerview Care recognised that consolidating how training was delivered and strengthening oversight of incidents and reviews would be key to achieving this.  

Implementation: Consistency, Coaching and Culture

Internal Expertise and Aligned Training 

Towerview Care appointed Lindsey as an internal lead instructor, delivering CPI Safety InterventionTM training consistently across all services. This has helped to align expectations, language and practice, while keeping the training closely connected to the day-to-day realities of the homes.  

Proactive Reviews and Trend Analysis 

Alongside this, Janine Adams introduced a more structured review of restrictive practices. Monthly analysis of trends allows the organisation to identify peaks, understand the causes and provide additional coaching or training when required. New residents or service expansions often explain temporary increases in incidents and these are now managed more proactively.  

Strengthened Induction and Human Rights Focus 

Induction is now more robust and all agency staff must complete CPI training to ensure consistency. The team has also introduced additional training on human rights and uses resident involvement, including videos and lived experience contributions, within training sessions to help staff reflect on the impact of restrictive practices.  

Visible Leadership and Stronger Team Morale 

Staff report feeling more supported, with clearer debrief processes and leadership regularly present on the floors, which has contributed to higher morale and a stronger sense of working together as one team.

Outcomes: Fewer Incidents, Stronger Teams, Safer Residents

Restrictive Practices Dramatically Reduced 

By applying CPI Safety InterventionTM consistently across all services, Towerview Care has seen a marked reduction in restrictive practices.  

  • Physical restraints fell from 164 in 2024 to 38 in 2025 (YTD) 
  • Disengagements decreased from 188 to 90 

This reflects earlier recognition of behaviour and more effective use of de-escalation.  

Lower Turnover, Higher Stability 

  • Staff turnover reduced from 206 leavers in 2023 to 129 in 2024 and 55 in 2025 year to date. This contributes to calmer environments and fewer reactive incidents.  

Janine also notes that some staff can no longer remember the last time they used disengagement skills, which itself shows how often situations are now managed before physical strategies are needed. 

Transformative Impact on Individual Residents 

Individual residents have also experienced noticeable improvements. 

One resident who had been experiencing up to 60 holds per month, now requires none.  

Janine explained that he had started to avoid his bedroom because he associated it with being held, but after sustained trauma informed work, he now feels safe enough to sleep in his own bed again.  

This represents a significant step forward in his sense of safety, trust and day-to-day wellbeing.

Future Perspectives: Sustaining Progress and Scaling Best Practice

Towerview Care plans to expand access to CPI training videos and develop a broader set of learning materials for ongoing refresher work. The organisation is also open to sharing good practice and outcomes as it continues to grow and seeks to maintain consistency while increasing occupancy across its services.  

Towerview Care aims to continue strengthening its approach by developing a Positive Behaviour Support  (PBS) model across all services. Each service will have champions who help maintain a proactive approach and continue to reinforce CPI principles in day-to-day practice.
